Cost of Attendance

What you need to know about your Financial Aid Budget

Your financial aid budget is a total of direct and indirect costs at Vermont State University, based on residency and housing. It is not tailored to individual living expenses or choices. You can receive financial aid (loans, grants, scholarships, work study, etc.) up to the full cost of attendance.

What does Cost of Attendance really mean?

Cost of attendance (COA) is the total cost for you to attend Vermont State University each year, before financial aid. COA includes the following billable costs:  general tuition, program tuition and fees, housing and a food plan. It also includes the following indirect costs: books and supplies, personal and travel. The Books & Supplies and Personal/Miscellaneous amounts in the table are estimates used in determining financial aid eligibility. Your actual expenses will vary.

Indirect Costs On-Campus Off-Campus Off-Campus (with Parents)
Estimated Housing $8,104 $9,328 $4,500
Estimated Food $5,514 $3,998 $4,500
Estimated Books and Supplies $1,000 - $1,500
Estimated Personal $3,600
Estimated Transportation $2,904 $2,904 $2,904
Average Direct Loan Fees $50
Health Insurance
Health Insurance is required for full-time matriculated students and is billed in the fall and covers the full academic year. If you already have health insurance coverage, this charge can be waived by completing and submitting the online insurance selection form by the due date.
$2,013*

*Health insurance for spring 2025 semester only: $1,248

Other allowances that can be added to the Cost of Attendance include course fees related to specific courses, student health insurance, computer allowance, cost of obtaining licensure, study abroad expenses, dependent care expenses, disability related expenses, cooperative education cost. Allowances may be pro-rated based on enrollment.

The Average Direct Loan Fee is a fee charged on all Federal Direct Subsidized and Unsubsidized Loans by the Federal government as a percentage of the loan amount proportionately deducted from each loan disbursement.

A Supplemental Budget form is available to students to indicate the need for additional allowances. In most cases a student will need to use private loan funds to meet indirect costs.

Program-Specific Fees

Section Number Course Title Flight Fees Flight Hours Credits
AER 1021           Private Pilot: Flight I $14,955 30 1
AER 1022   Private Pilot: Flight II $0 25 1
AER 1120   Instrument Rating: Flight $13,675 50 2

AER 4020   CFI: Instrument Grnd & Flight $3,447 10 1
AER 4030   CFI: Multi-Eng Grnd & Flight $7,214 15 1

These fees are based on the average number of hours to complete a course.  Additional hours may be required and are billed on an hourly basis until successful completion.  All required courses must use full flight hours.

Some flight courses begin as 141 with an enrollment certificate.  If a student receives sufficient training to complete the FAA check ride with fewer hours, they can drop as 141 students and receive an FAA Part 61 check ride to complete.  Excess funding must be returned to the VA or the student’s account after financial scrutiny of fewer flight hours.

FAA First Class Medical Examination: $200 (approximately)

Completed by an authorized aviation medical examiner and a copy submitted to the Program Director or Admissions by June 1 or start of classes.

FAA Written Exam Fees: $165 per exam

Five exams required during the program.

FAA Examiner Fees: $300-$700 per check ride

Paid directly to the examiner before each oral and flight test for each certificate and rating.

Pilot Equipment: $1,700-$2,000

Insurance: $314 per year

VFA carries liability and hull insurance and extends limited liability coverage to students, but students are responsible for the insurance deductible in the event of a loss. Each student must purchase an individual non-owner policy to cover student liability protection for legal defense, deductible and loss of use, and subrogation.

Please note: Additional programs may require course fees.  Fee information can be found in Self-Service under Search for Courses.   A green +$ symbol indicates there are additional fees.  The fee is listed in the section details.

Refund Policies

Drop & Refund Policy

For all standard full-semester term courses:

Students are allowed a two-week drop period and they will get 100% of their tuition and   fees refund as long as they are still enrolled.

For courses that do not meet for the standard term duration, the following formula-based drop refund calculation is utilized:

Course duration is the number of calendar days between the start and end date of the section. The drop refund period is considered 13% of the course duration. The student would then get 100% of their tuition and fees refunded as long as they are still enrolled. For non-standard term courses, this percentage-based approach is consistent with the academic drop policy and the section batch override process used by the registrar’s office to apply add/drop dates.

For summer:

The primary academic program of each student will determine the add/drop policy as stated above.

Regarding CCV:

While the student’s home institution will govern the refund policy applied, CCV and VTSU use the same percentage-based approach for drop deadlines, so students enrolling in CCV or VTSU courses should experience a consistent registration experience. Nonetheless refund policies applied will be based on their primary academic program.

If a student drops all enrolled courses for a term:

The student will be considered as having fully withdrawn from the university (see Withdrawing from the University).

For Non-Degree students:

The add/drop policy follows the location of the course as the student does not have a primary academic program.

Withdrawal Refund Policy

Upon complete withdrawal or dismissal from the Institution prior to the 60% point of the term, a student shall be credited tuition, room, and board charges on a prorated basis.  Upon complete withdrawal or dismissal on or after the 60% point of the semester no adjustment or credit shall be issued to the student’s account.

Date of Withdrawal

The date of withdrawal or dismissal is determined by the Office of the Registrar. Ceasing to attend classes does not constitute the dropping of classes or withdrawal from the Institution. In order to be eligible for a refund/repayment pursuant to the above policy, the student MUST notify the Institution in writing according to the processes outlined on the Institution website.  For questions regarding this process, please contact the Office of the Registrar.

Prorated Tuition, Room, and Board Calculation due to Withdrawal or Dismissal from Institution and Residence Halls

The prorated calculation for tuition and room and board uses the number of calendar days completed from the first day of the semester to the time of withdrawal or dismissal divided by the number of total calendar days included for the full term. For all students, including online students, the first day of the semester is the date that classes begin as published in the university catalog, regardless of the date of the student’s first class. Even if the number of planned residential days is fewer than the number of academic calendar days, the academic calendar will be the basis of all pro-rata credit calculations.

Prorated Room and Board Calculation Withdrawal from Residence Halls while Remaining Enrolled

In the event a student exits the residence halls, for any reason, while continuing to remain enrolled academically, the Institution will be under no obligation to issue credits or refunds.  This includes closure due to a calamity or catastrophe beyond the institution’s control that would make continued operation of student housing infeasible, including but not limited to such circumstances as natural disaster, national security threat, domestic insurrection or widespread pandemic.

Graded Class Work

Graded class work would not be considered in the refund calculation.

NOTE: Ceasing to attend classes does not constitute the dropping of classes or withdrawal from the university. In order to be eligible for a refund or repayment as outlined above, a student MUST notify the Dean of Students and the Registrar’s Office of their withdrawal.

Audited Courses

Students may audit courses with the approval of the Registrar and the instructor of the course. No credit is received for audited courses, and the tuition is charged at 50% of the applicable Tuition rate. All fees are charged at full cost. After the period to add a course, no change will be made to either allow credit for a course audit or to change a regular course to the status of an audited course. The remaining tuition may not be reduced by any other tuition waiver.
