Policy Rationale 

Vermont State University (VTSU) is required to maintain accurate and updated documentation of all courses, degrees, minors, and certificates earned by students, which are recorded on the student’s transcript  . 

Policy  

In accordance with the Federal Family Educational Rights & Privacy Act (FERPA)   of 1974 and subsequent amendments, student records cannot be released without their written consent.  

VTSU will provide any current or former student with an official copy of their academic transcript upon written request through the VTSU-approved online vendor. Requests for transcripts will not be refused or withheld due to a financial hold with the university. Unofficial transcripts may be obtained by students at any time through online Self Service.  

Procedures 

Requesting an Official VTSU Transcript 

  1. The student registers on Parchment, which is VTSU’s transcript request system. 

  1. The student uses Parchment to complete and pay for their transcript request, which includes options for an eTranscript sent electronically or a mailed Paper Transcript. Details for use and fees can be found on the VTSU Registrar’s Website (login required). 

Parchment allows other individuals, such as parents or guardians, to request academic records on the student’s behalf, but VTSU must have written permission from the enrolled student prior to releasing information from their educational record other than information defined as Directory information under the FERPA Policy (VSC Policy 312). 

Responsibilities 

Students:   

  • Order academic records and official transcripts as they are needed.
